Network Dynamics Associates was founded in 1992 to advise on digital infrastructure strategy, investment, and public policy. Over three decades and nearly 60 countries, the work has followed one continuous thread: helping governments and investors turn strategic ambition into infrastructure that gets financed and built.
Complex systems — especially in the public sector and digital infrastructure — resist change. Real transformation becomes possible only by creating opportunity spaces so compelling and so well-structured that the system evolves toward optimal change on its own. We design those spaces.
We advise at the strategic level where government vision meets investor discipline and technological potential. Our focus is defining bankable strategies for large-scale digital infrastructure including national data centers, next-generation connectivity, broadband and cloud policy, complex applications, and the platforms AI needs to scale.

Ken Zita
Founder/CEO
Ken Zita founded Network Dynamics Associates in 1992 and has led it since, advising governments and investors on digital infrastructure strategy, public policy, and investment design across nearly 60 countries. From 2023 to 2025 he also served as Global Lead for National Digital Infrastructure at the Tony Blair Institute for Global Change, directing advisory teams across dozens of countries and head-of-state clients, and leading the Philippines’ National Digital Connectivity Plan.
In 2002 Ken was the first civilian advisor to the new government of Afghanistan, drafting the national telecom and Internet policy that attracted more than $2 billion in private investment and launched the country’s national satellite, fiber, and government networks. Following the 2004 Indian Ocean tsunami, he designed the U.S. Congressional funding that stood up national disaster and crisis management centers in Indonesia, Sri Lanka, and Thailand, and later led U.S. Pacific Command’s civil-military coordination training for the 26-nation Pacific Endeavor exercise. He directed a whole-of-government technology strategy for the Palestinian Authority, leading an eleven-person team in Ramallah to design shared digital services intended to underpin an independent state’s public administration.
Ken’s path to this work began at Wesleyan University, where he was a research assistant on R. Buckminster Fuller’s World Game — an early education in finding the point of leverage where focused effort moves an entire system, an idea that still shapes how NDA approaches every engagement. He began his career as a journalist and industry analyst, authoring the Economist Intelligence Unit’s Modernizing China’s Telecommunications and later editing President Nursultan Nazarbayev’s memoir on the denuclearization of Kazakhstan, Epicenter of Peace.
He co-founded Nupremis, a managed services and data center venture and early cloud pioneer, raising a $33 million Series A round, and has advised the World Bank, EBRD, UNDP, and numerous institutional investors on telecom investment and digital policy reform.
He has chaired the Pacific Telecommunications Council three times, is a longstanding prime contractor to the U.S. Trade and Development Agency across more than 35 countries, and has guest lectured at Harvard, NYU, Columbia, and Princeton. He directs every NDA engagement personally, drawing on a global network of senior advisors with deep domain expertise.
