Resilience & Recovery: Ensuring Digital Services when Crisis Strikes
Sudden onset disasters and conflicts are never in the plan. Digital infrastructure, systems, and procedures must be ready when they arrive.
Some of the most consequential digital infrastructure decisions are made under the worst conditions: after a disaster, after a conflict, or in the narrowing window before the next shock. Institutions are weak or overwhelmed, funding must be arranged, and governments, militaries, donors, and industry must coordinate — fast — across lines they rarely cross in peacetime.
This is where NDA has done some of its defining work. In 2002, NDA’s principal was the first civilian advisor to the new government of Afghanistan, drafting the national telecom and Internet policy that stimulated more than $2 billion in private investment and defining the funding architecture for the national government network, satellite network, and fiber ring — infrastructure that stands among the most durable successes of the reconstruction era. Following the 2004 Indian Ocean tsunami, we designed the program funding that stood up national emergency management centers in Indonesia, Sri Lanka, and Thailand. We coordinated civil-military communications interoperability programs for the 26-country Pacific Endeavor exercise led by USPACOM, including outreach and integration with the UN system, major NGOs, and industry. We have assessed post-conflict technical interventions in Libya, led post-war infrastructure modernization studies in Moldova and Tajikistan, and designed emergency operations centers from Jordan to the Philippines.
For Istanbul, NDA developed the program strategy and investment grants for a digital twin for earthquake disaster management, an AI-driven predictive platform for traffic and transportation, a disaster recovery data center, and full-stack municipal cybersecurity — city-scale systems built for the day they are needed most.
